NOGSL MEETING MINUTES

August 4, 2008

The meeting was called to order at 7:47 pm. 

Roll call was taken.  Missing communities were Kenston, Mayfield and Sandusky.  Excused absent communities were Kirtland and West Park.

Changes/amendments to the NOGSL By-Laws have been proposed to get our League more in line with boys’ leagues that serve the same communities and to reduce the number of game changes that come up during the season.  At the last general meeting, a sub-committee of community rep volunteers was named to review the problems and find ways to improve the situation. They have proposed the following:

 

Game Changes After Final Scheduling

After the final schedules are set for the season, community reps MUST contact either the NOGSL President or First Vice President at least 72 hours prior to a game to get approval for a game change (except for weather related issues).  Should approval be given, the teams will have 72 hours to provide NOGSL with a new date, time and location for that game.  If a game is forfeited, the team causing the forfeit will be responsible for ref fees.  If both teams are responsible, the fees will be split between them.

Division Winners

Beginning at the U-10 age group, each Fall and Spring season the NOGSL will REIMBURSE up to $7 per rostered player to the winning team of a bracket, or their community, to help defray the cost of a trophy or rewarding item.  In order to qualify for this award, teams shall not have been responsible for a game forfeit or disagreement on the playing and completion of any game during that season.

Guest Player Policy

The Guest Player Policy will read as follows:  Any team that is not able to have at least their starting number of players plus three (3) subs for a scheduled season game may look to use one or more guest players to get to that staffing level for that game.  A guest player may be any player from the SAME club/community who holds an NOGSL player pass for that season and who DOES NOT play on a team in a higher division or older age group. Any particular player may not act as a guest player for her club/community more than four (4) times per season.

In addition, the NOGSL Board of Directors proposes that we make the following changes to the AGE section of the By-Laws from 2000:

AGE REQUIREMENTS

The age of a player on August 1 shall determine her age for the following Fall and Spring seasons.  No player may play with a younger age group except as noted below.

*An eighth grade student may play as a U14 for the Fall season even if she is already 14 on August 1.  There may not be more than 3 such players on any team.  Any requests must be submitted in writing for board approval.

*A player may “play up” a maximum of two years at the discretion of the individual community. A U11 or above team may have no more than four U9 or U10 players.

 

TO:

The age of a player on the final day of the US Youth Soccer year shall determine her age for the prior Fall and Spring sessions.  No player may play with a younger age group.

A player may “play up” in an age group that is a maximum of two years older at the discretion of the individual community.

Carl Pavlovich – Registrar

The new electronic registration process is moving along.  Some communities have completed their registration and others do not appear to have started yet.  After data is entered into the system it goes to Ohio North for approval of the roster.  It then is sent to the NOGSL box for approval by our League.  Please note:  you MUST affiliate each team with NOGSL or we will not be able to do the approval and it will be in limbo in the system. Once your roster is approved, you can print it and your pass cards.  New pass cards will need a player/coach signature and color photo glued on.  A photocopy of a birth certificate for each new player must be submitted to NOGSL for our records.

We will also be keeping copies of the player/coach registration forms this year.  There are still times available in Solon and Independence to get rosters stamped and passes laminated.  In addition, Carl, Debbie and Mary will have the ability to work with clubs to process materials by appointment.

 

The last day to enter a new player/coach is September 17th.  The cost is $12 per player/coach.  Each new coach must receive approval from Ohio North Risk Management before a roster with his/her name on it will be available.  Everything is tied to getting that roster.  Without it, nothing can be completed.

 

Adding new players/coaches will be easier now.  Once you have your team set up, if you want to add a new member enter him/her into your database and submit it.  Please send Carl an email on the same day so he will be able to approve your addition.  Send the new printed roster and player pass with signature and photo to Carl.  He will process them in one day. If you are adding a player, the turn-around will be very quick.  If you are adding a new coach, the timing will depend on the approval from the Risk Management system.

 

For player deletions, you will still be required to send the player deletion form and the player’s pass to Ohio North.  Paperwork must be signed by the parents to show that they agree to the drop.  If the family has moved and you can’t get the signatures, please contact Ohio North for instructions. They will not allow you to drop a player until they have these materials.

 

We still have not heard what the fees will be from Ohio North for additions and deletions.

Howard Klebanow – Vice President

The new website was launched this weekend.  We will be updating it with new contact lists, etc.  Reps should go to the website to confirm that maps/directions to the fields that will be used this season are correct.  If you see a problem, please send an email to howard at nogsl.com and it will be corrected.  We will be able to report scores to the website. For this season, we will not impose a password protection on this tool.  If we see that we need one, we will do it.  After a game, the home team should go to the website to report the score.  You will need to have the game number.  This can be obtained from the “schedule” section of the website if you don’t remember it.  The game number and score should be entered and then submit the score.  An NOGSL administrator will check the website daily and review scores that have been submitted.  We will continue to use the four (4) goal differential in recording scores.  Once approved by the administrator, the score will appear on the website and the standings will automatically be adjusted to reflect the new game information.  This is not a “live” process, so standings will not change as soon as the new score is submitted.  In addition, the home team should mail the completed game cards in to NOGSL.  Packets of cards for each community were distributed.

 

We will be launching a new administration email box on the website.  Questions, comments and concerns should be sent there.  Several board members will have access to it so this will eliminate the process of sending an email to one person and waiting while they forward it to another board member to get the answer back.  The box will be called admin at nogsl.com.

 

After the final scheduling session tonight, the home team community with any game changes should complete the game change form that was distributed and leave it with Howard.  The final game schedules will appear on the website on Thursday.  You will be able to access and print them directly from the website.

 

Mark Ruscin – Tournament

There are seventy-four (74) teams registered for the summer tournament at Strongsville.  Communities that have teams in the tourney may pick up their schedules tonight. 

 

Old Business

Bob is out of town.  Community bills have not gone out yet.  That will be happening soon.  Each community will receive an itemized bill/credit statement.

Reminder:  fees are

Player/Coach registration fee:  $12 each

Referee Fees:  $24 for 6v6, $28 for 8v8, $32 for 11v11

Final Scheduling Session:

U10 Div 3W Broadview Heights team dropped

New bracket and schedules will go out in 24 hours to communities that are affected

 

U10 Div 4E  Concord dropped

This leaves a five team bracket.  Howard will work with communities to get an acceptable arrangement.

 

Game changes were made in several brackets and approved by both communities.  Game changes with missing communities will be handled by email in 24 hours.
